先不管句子呈現的時態是否正確，但這兩件事如果使用 announce that E1 + E2，則有可能會有句意混淆的情形，句意可能如下: 

Company announced E1, and E2。則 E2 並不是 Company announced 的一部分，而是單獨存在的事件。

為避免混淆，使用 Company announced that E1 and that E2，則可得知 E1, E2 都是 Company announced 的一部分。
